The nature of city planning and design in a modern metropolis committed to democratic representation and free enterprise is distinct from that found under other forms of municipal (or urban) government and has limited historical precedent. The development and redevelopment of urban

places in cities like Toronto, and North America more generally, occurs in a political and legal context that is simultaneously committed to upholding the rights of property owners and developers and to expanding forms of democratic representation and citizen participation in planning and design processes. Reactionary responses to changes in the style, program, and form of the city are inevitable in instances in which convincing proposals are not made to show the larger public the good such changes would provide.
